Bioware forum user Kidd was kind enough to translate this question from a Swedish IGN interview with the devs. The answer to if Varric is to be an LI is "no," confirmed by Mr. Laidlaw in a follow-up tweet.

There seems to have been a bit of uncertainty regarding whether the fan favourite Varric is available for romance. Is it possible to clarify today?
Mark: It won't be possible to romance him. But there is a reason for that. Mike: I think this is the first time we say this, so it'll be you who get to face the tears of the fans. He already has somebody, so to speak. Mike: It's something we've been very careful with. When we started developing Inquisition, we really took in feedback from fans and listened close. We went with our hunches about what people seemed to hold dear in the Dragon Age franchise. We know that if we were to remove certain features, we will disappoint a lot of fans. Varric is one such thing. Many fans wish to fall in love with him, while others do not. So as we say 'no' today, that is a 'no' based on a lot of thought.
