The Xbox Live purchase pages for Dragon Age: Inquisition state it can pre-loaded at any time. Of course, you would still have to wait until November 18 (NA) to play, but you could at least get the download done and be ready.

This also means that people will be trying to get into the files (also a potential issue with being able to pre-load 4 days prior to release through Origin) and spoilers could be hitting the internet very quickly if they are able to get into them.

I can't get the US wording from the page, as the Xbox site insists on taking me to en-GB instead of en-US site, but here are the two versions in the store and here's what the pre-order version says for Europe:

Dragon Age™: Inquisition Preorder
XBOX ONE GAME EXPECTED TO RELEASE ON 21/11/2014. YOU MAY DOWNLOAD THE GAME FROM XBOX LIVE BEFORE THEN, BUT IT WILL NOT BE PLAYABLE UNTIL 12:01 AM GMT ON THE RELEASE DATE. Once purchase is complete, download this game by selecting the “Manage” button on the product details page on your console.

I don't think they've announced they've gone gold yet, and I don't know if certification for Xbox and PSN comes before or after going gold - so the wording might just be generic and might not be available right now. The game will be downloadable prior to release - how long remains to be seen.
